Summary
The Idaho Supreme Court held that two minor land division applications were subject to judicial review under LLUPA because they were similar to subdivision applications and were authorized under LLUPA. Although each application proposed four lots, their simultaneous filing by the same owner for contiguous property made them functionally an eight-lot subdivision and an attempted circumvention of subdivision requirements. The court reversed the dismissal for lack of subject matter jurisdiction and remanded for further proceedings.
