The Court dismissed the petition for review as moot because the petitioner had already been removed to El Salvador, so the Court could no longer defer that removal or provide other effectual relief. The petitioner’s CAT-only challenge could not eliminate the statutory reentry bar, and his detention in a Salvadoran prison made any return to the United States exceedingly remote; ICE’s return-facilitation policy therefore did not preserve a live controversy.
