Summary

The court held that Wilkinson’s achievement of classified full status created a vested property interest in his state employment that the 1994 statutory amendments did not retroactively eliminate. It reversed the ruling against Wilkinson on his employment-status claim, ordered reinstatement and further proceedings on damages, affirmed the denial of his contempt claim and the rejection of the defendants’ reimbursement counterclaims, and upheld summary judgment on the defamation claims. The court also deemed several inadequately briefed appellate issues waived.
