U.S. Court of Appeals for the Federal Circuit

Loomis v. Collins

September 3, 2026

Summary

The Federal Circuit affirmed the Court of Appeals for Veterans Claims, holding that a veteran is ineligible for educational assistance for a flight‑training course unless the course is both FAA‑approved under 38 U.S.C. §3672(b)(2)(A)(ii) and offered by an educational institution of higher learning for credit toward a college degree as required by 38 U.S.C. §3680A(b). The court also held that challenges to VA regulations were moot because the statutory bar precluded any relief.
